It is defined so that the coordinate system has its origin at the comet's nucleus, with the XSE-axis from the nucleus to the sun, the YSE-axis parallel to the ecliptic plane in the direction of retrograde planetary motion. The ZSE- axis completes the coordinate system such that at the time of Halley's passage through the ecliptic plane it points to the ecliptic north.
Azimuthal B angle is counted positive from the X-axis toward the Y-axis.
Elevation B angle is counted from ecliptic plane toward positive Z.
B RMS is a pythagorean meean of the component RMS values

Experiment <a href="ftp://psa.esac.esa.int/pub/mirror/GIOTTO/MAG/GIO-C-MAG-4-RDR-8SEC-HALLEY-V1.0/CATALOG/INST.CAT" TARGET=_BLANKfull description
